Best external hard drive was voted the Western Digital TestFreaks 4000 that WDMT scrored 10 of 10. His points are that it is quiet, has plenty of storage and a nice design. The worst thing is that it comes with an HDMI cable.

An internal hard drive has an IDE connection (rectangular connector with a lot of pins). These enclosures make the IDE connector to a USB connector and the unit behaves exactly the same way as an external hard drive, but I would say that is not the best external hard truth.
I recommend buying the best external hard drive where you can get, because they have a hard life and the cheaper ones are not really built to last.
